Dear Landfall Residents,
The Landfall COA (LCOA) has received some inquiries about the various utility contractors that are working in the Landfall community in conjunction with the AT&T fiber optic installation; as well as inquiries into their various role and easement rights. We wanted to clarify that the utility company working as a sub-contractor for AT&T during this fiber optic installation is USIC, and they are onsite to locate and mark the utilities of each individual property.
AT&T personnel have the easement access to work within the AT&T utility easements that are located in the road rights-of-way throughout the Landfall community. USIC Locate Technicians, sub-contractors working with AT&T, have the easement access to locate the utilities that are connected to your residence. They mark the underground utilities to prevent damage and help ensure the safety of the excavators and your property. As a result, their access easement and responsibility provides them with the authority to locate the utilities from the AT&T easement in the road rights-of-way, across your property and directly to your home so that these are marked accordingly. The utility contractors with USIC have been on-site in the Landfall community since the start of the AT&T project and will continue to be here until the project concludes near the end of the year.
So, if you see a person in an orange vest working near your home’s utility/power hookup or driving a truck with “USIC” on the vehicle door, this is a USIC employee providing locate services for AT&T. Whether the utility/power hookup is in your front yard or back yard, USIC utility Locate Technicians are obligated and have the authority to be on your property in this location. Note that USIC is also a sub-contractor for Duke Energy as well.
