Landfall Council of Associations January 24, 2023, Board of Directors Meeting Summary:

A regular meeting of the Board of Directors of the Landfall COA was held on Tuesday, January 24, 2023.  The COA financials for the period ending December 31, 2022, were reviewed to include the total Landfall COA Operating equity of $201,000.  The Capital Improvement Funds (CIF) equity ended the year at $3,033,000, which did not include the completion of the interior renovations of the three gate houses and the purchase of a new server.  If these projects, now scheduled for 2023, had been completed the CIF would have increased $485,000 from the 2021 ending balance.  Landfall Association Services (LAS) and Landfall Owners Services (LOS) programs’ consolidated year-to-date net income through December 31, 2022, was $498,000.  This net income included additional sales over budget of $509,000 in LOS services.

The Landfall Council of Associations ended the 2022 year with an overall combined net income of $200,679.  The net income allocation for the this remaining net income is as follows:

  • An additional Capital Improvement Fund (CIF) (Restricted) contribution of $100,000.
  • An additional CIF Landfall Association Services/Landfall Owners Services (LAS/LOS) Equipment & Vehicles (Restricted) allocation of $50,000.
  • The remaining amount of $41,797 will be allocated to the CIF Capitalization Projects Fund earmarked for 2023 capitalization projects.

The UNC Institute for the Environment will be conducting a marsh study of Howe Creek and along the areas east of Landfall, beginning mid-February.  The study will include data collection, as well as utilize drone imagery of the target area that includes a portion of Landfall and Country Club of Landfall (CCL) property.  The Landfall owners within this area have been sent notification of the drone study and a few of them, along with the Country Club of Landfall, have agreed for a drone launch from their property. 

The KCI engineers have completed the initial Landfall sidewalk survey of the road rights-of-way.  Now, KCI will be going back to re-survey some of the areas that may present more construction challenges because of the areas’ topography.  Sidewalk construction blueprints are expected to be available for Board and Management reviewed by early to mid-March.  Once blueprints are available, the Board will determine the next steps to be taken.  

The 2023 COA Board of Directors election was emailed via Election Buddy on January 20, 2023.  The Chairman’s letter and candidate descriptions were included with the emailed ballot.  An election ballot packet was mailed to owners without email addresses on file with the COA.  Reminders will be emailed to owners who have not voted on February 1, February 18, and February 27, with a deadline to vote by March 6, 2023.  

The implementation and customization of Applications by Design (ABDi) security gate access system software is underway.  Staff testing has begun with parallel testing of the ABDi system along with our existing system.  The Landfall Voice newsletter and mass emails will notify owners of the roll out process, training opportunities, and items required to update database files to allow a smooth transition to the new software.

Landfall COA Management recently met with the Trask Land representatives from the Landfall Shopping Center to discuss the construction phases of Drysdale Drive, the other owners having access rights to this roadway, and the status of the ongoing 2023 traffic studies being conducted by Landfall.  Trask Land offered to contact their NCDOT contacts to gather additional information on the project, and inquire about the two Drysdale Drive construction phases being combined.
