
Hello Landfall Residents,
Welcome to late spring. I hope you have all been enjoying the beautiful weather here in Landfall. With warmer temperatures and abundant sunshine, more people are enjoying the great outdoors. Therefore, we expect to see an increase in the number of people utilizing our roadways, parks, and Shared Common Areas. As a result, I wanted to bring your attention to some items we hope will remain important to you.
Your Property’s Landscaping
Recently, we’ve received and observed concerns related to owner’s property landscaping encroaching onto the road rights-of-way and in some cases into the roadways. With more people walking, biking and exercising on our streets, significant growth of shrubs near roadways tends to force people further into the road. Please be mindful of this as you consider your spring/summer pruning needs.
This also applies to owners who own property near intersections. When landscaping obstructs drivers’ views of cross traffic, it can become dangerous because vehicles have to pull further out into the intersection to check for oncoming traffic. Please ensure that your landscaping hedges, bushes and trees do not extend over the curb or gutters of the roadway, encroach onto the road paving, or obscure clear views of oncoming pedestrian and vehicular traffic and safety signage.
E-Bikes
So that we are as clear as we can possibly be, the Landfall Rules and Regulations require E-bike riders to be 16 years of age or older, and to obey all posted speed limits and other Rules of the road, in Landfall. This 16 year old age restriction is without regard to whether the E-bike is being operated in manual pedal mode or power pedal assist mode. Those riding an E-bike on Landfall roadways, determined to be under 16 years of age, will be issued a citation.
E-bikes, golf carts, and other motorized vehicles are not permitted on sidewalks, around Landfall Lake, Landfall Nature Trails, or any other Shared Common Area facilities. The Landfall Nature Trails are intended for walking and exercise, and may be dangerous to traverse with a motorized vehicle, for both the rider and the pedestrians utilizing these areas. You may have seen the recent article in the Star News Online, which indicated some stricter E-bike regulations on the horizon for the Wilmington area. This may place Landfall ahead of the rest when it comes to the Rules and enforcement of E-bikes. Barrier Arms Located at Landfall’s Gates Entrances & Exits
We would like to remind everyone about the operation of our automated gates. This includes Eastwood and Arboretum gate’s resident barcode lanes and the Drysdale gate. Please be aware that the gate arms are designed to come down after each vehicle that has been granted barcode access via the barcode reader. When vehicles follow closely behind one another, it might appear as though the gate arms remain in an open position continuously. However, if your barcode is not read as expected, which could happen when relying on electronic equipment, this could lead to an unintended gate contact and damage to your vehicle and/or the gate system itself. We ask that you always approach the gates slowly, allowing sufficient time for your barcode to be scanned and the green light indicator activated, confirming that the arm will remain open for your safe entry.
As for bicyclists and pedestrians, please note that once the vehicle activating the gate has passed over the ground sensor, the gate arm will come down. Our gates’ operating systems will not recognize a bicycle or pedestrian attempting entry behind a vehicle. This is of particular concern during the unmanned barcode only hours of operation at the Drysdale Drive gated entrance. While there are signs posted at the gates that indicate this action is not permitted, they are often ignored. We urge everyone to pay close attention. These safety measures are in place to prevent incidents that could result in serious injury and we urge you to take these Rules seriously for your own safety.
Traffic Logix
Lastly, regarding speed camera initiated speeding citations, Traffic Logix citations will be issued by Landfall Security to the Household of the registered owner of the vehicle. Traffic Logix speeding citations are levied by the license plate number of the vehicle, recorded by the software, and issued to the Household in which they are registered with the LCOA. For example, if a Household has four vehicles registered to the Property Owners or occupants of the Household, any Traffic Logix citations levied against those vehicles will be issued to the Property Owners or occupants of that Household, per the Violation Fee Schedule. Repeat Traffic Logix speeding citation violations will be determined by Household, not by individual license plate number. Please review the Traffic Logix Rules on pages 17 and 18 of the Landfall Council of Association Rules and Regulations, found under the Administration drop down of the www.landfall.org website, under Policies.
Further, please be reminded that repeat offenders of any of Landfall’s Rules and Regulations may temporarily lose the privilege of barcode access into the community.
